She picks a pretty dumb reason to be posing nude, but she's right: at 19 she's no longer under parental control and therefore can make whatever dumb choices she wants to make:

“My mom understands because she was in fashion,” Hadid tells the Daily Summer, referring to a recent shoot that had her naked on a train. “A lot of media and blogs attacked her for it, which kind of pissed me off. I’m 19 years old. It’s me and my manager guiding my career, not my mom.”
Hadid doesn’t see nudity as an issue: “If you look at sculptures from hundreds of years ago, everyone’s naked. It’s not a bad thing.”
